It's an FE; in addition to the lack of a hood, the mirrors are only about a foot away from the windshield.

Do any of the drivers use there strobe light seen like they be off all the time

Strobes are only to be used in bad weather and at night or early morning when it is dark. It is a Michigan rule, a stupid one at that.
