Butler County Sheriff Michael Slupe confirmed to KDKA-TV that an armed municipal officer with Butler Township encountered shooter Thomas Crooks before he fired shots from a rooftop building outside the perimeter of former President Trump's rally. KDKA-TV's Jennifer Borrasso reports.

The guy in the video is the Butler County Sheriff. The officer who was climbing onto the roof was Butler Township police. You apparently don't realize that city police and county sheriff are different entities. So it wasn't "his" chief or "his" officer .....and therefore not his place to question them.
