Part of the problem is probably the missile itself too, after all, they were designed with an aircraft's launching speed in mind, so aircraft missiles will start a lot slower if you fire them from the ground than a actual surface-to-air missile

of course you could also do silly things like rip vls systems off Aegis ships and put them on a truck chassis to make a moving SM-6 site

You mentioned forcing SAM's to fire even outside out of the DLZ? How do you do this?
