There is a scar across the valley from Wasco to Madera, with several bridges and grade separations dotting the landscape, some of which are monstrously huge! Granted, still not a single foot of track let alone trains. And no visible progress from Wasco into Bakersfield, and beyond. They have grandiose plans but no money.

No to Prop 1. Establish a pilot program for a limited population for a defined time period. Outline for each program goal corresponding "purpose, scope and objectives." Determine metrics to measure success or failure of each goal. Otherwise this a billion+ boondoggle.

Very good. Back in the day to avoid lag time ,we needed county seats. NOT ANY MORE, DO AWAY WITH COUNTY GOVT. EACH CITY SHOULD HAVE ITS SPHERE OF INFLUENCE LIKE CITY STATES UNTIL IT MET WITH OTHER CITY'S Sphere of influence. No more bare bones County govt duplication of taxes, not services...Local city govt, then State. Less govt management. Cities would also have JURIDSTICTION over local school boards until it reached other city's Sphere of influence....small cities would gain much more property tax.
