We would think so. Before the Union Station renovation in 2014, we might have had a different answer. However, it is now a very happening place. The Crawford Hotel occupies part of the station. The Terminal Bar is open until midnight. There are usually plenty of people around and we're sure the police make frequent rounds through there. You should be fine.

We're not experts on the weather in San Francisco. We would guess that it would be in the 60's. If you want to know the temperatures along the route from Denver to California, it can vary by quite a bit since you are going through the mountains. However, you should be comfortable while you are on the train. Our recommendation would be to have layers of clothing with you, including rain gear. If you want to get off in Denver, it can be anywhere from 70 degrees to well below freezing in November. Hope that helps. Have fun on your trip!
