She probably does her own eyeliner because she knows her own eye shape the best, and can therefore probably do a wing more suited to it than the makeup artist can. Or, some models/actors also insist on doing their own because they feel like they're the only ones who can do their own eyeliner/eyebrows/lip liner the way they like it so makeup artists just let them.
