no cooldowns on genji is too op regardless of the stat modifier, the fact that he can do damage and evade with dash simeltaneously means he will never die while also dealing unblockable damage 😅

More or less, roaming hitboxes like beams will eventually kill him since he doesn't have I-frames on dash

Cooldown is the time between abilities, so infinite cooldowns can be interpreted as infinite amount of time to use an ability again
