We are talking about having haya here. Modesty is a big part of the religion. So when you are asked to lower your gaze, what doesn't mean? Why do you have to lower your gaze? Isn't that being modest? There is no such thing as Muslim orthodox or Liberal Muslim. If you are a Muslim, you should follow the Qur'an and Sunnah.

A good point. Islam doesn't outright forbid women giving public speeches in mixed company. Its just not advisable because its risky for both parties there. For the man if they can't lower their gaze properly or have less than appropriate thoughts. For the women if she accidently betrays her modesty or slips up somehow. Both willingly put themselves in that situation so any mishaps will be punishable. This is what I think on the topic.
