Overall, the Agrarian Economy law is better and helps a lot, so always worth rushing. Lastly, the laws about Local Police. It seems it have also been buffed, so you look at the Turmoil reduction bonus, it is higher than Dedicated Police, so if you care more about Turmoil, Local Police is better, even though you give the Landowners more power, you will ultimately reduce Turmoil by 60% instead of 50% with Dedicated police-force. Additionally, maximum out Dedicated Police-Force requires more bureaucracy than Local Police-Force (level 3 vs level 5).
