My employment was discontinued this week due to "inability to obtain and maintain a security clearance". A week earlier i received a certified letter from DOE stating my clearance application was being referred for Administrative Review (AR). I assume my employer just pulled the plug and terminated my employment. My question is whether my security application was "administratively withdrawn" or "denied". My termination letter implies my application was denied. But DOE letter implies a decision has not been rendered. I guess the point is moot if my employment is terminated. But here is the kicker. DOE now tells me i am "banned from site access for 1 year" which i think implies that i can't reapply for security clearance for 1-year. I thought this one year waiting period was only for applicants who were denied? If i was denied then i should have a right to appeal the denial per 10 CFR 710. However, if my application was administratively withdrawn, then why ban me from site access for a year? This is an important distinction as I have another job offer from another DOE government subcontractor, on the same DOE site, which i have accepted but when i told DOE this they told me i am banned from the site access for 1 year so its immaterial how many job offers from on site subcontractors i have that require security clearance as I don't have site access. DOE banning me just feels so wrong as it's not like i committed any wilful site policy violation. I would appreciate any feedback on the best path forward.

This is me, if I don't get my interim clearance by X date in March my job offer is rescinded.
