When delivering multiple pizzas on the back of of motor bike/cycle, the pizzas are clasped together by a zip tie across the middle, down, and all the way back up. When you get the pizzas to the delivery location, you cut the zip tie with the scissors so that the the customer has access to the boxes.

For when the debit machine runs out of paper, and you need to open the machine but the little tag is jammed so you use the scissors to open the machine

Hear me out: If i was a pizza delivery dude, i assume that my car would be absolutely discusting and old. So just imagine... what do you think of when a shity ass car pulls up in your driveway to deliver you pizza? It's a bad first impression, and you'd probably be more critical towards the pizza. But, just imagine that the delivery guy as a pair of scissor hanging in the front pocket of his shirt: You'd probably be like "wtf is this shit". But, it would only be weird and "out there", it wouldnt be a turn off... but, it would 100% distract you from the real turnoff: the shity ass car. The scissors are all about driving the customers' attention to a useless detail, which would distract them from the bigger picture which would likely give them a bad first impression

As a delivery guy I may be in a situation where their has been an accident so if I have the scissors I can break the window or cut the seat belt if I am stuck. Also if in the situation were I have to walk to the house a distance and either there or on the way back I get attached I have scissors with me so I can defend myself. There you go three reasons.
