Assuming they are in different categories to begin with, the GoPro Hero 12 looks better when considering image stabilization alone, but I think the V10 has better image quality. In the nighttime comparison in the video you saw, the GoPro Hero 11 has a faster shutter speed setting to prevent blurring of the image stabilization. This is because I have been using the GoPro for a little while now. On the other hand, this was my first time shooting with the V10, so I used the default settings for now. If you are shooting while walking, the GoPro is better suited if you are only concerned about image stabilization, but if you are chatting while walking, the V10 is easier to shoot with because you don't have to worry about the sound. For a chest or neck mount, an action cam would be a good choice. It may be difficult to check the composition in real time, so a wider angle of view would be less likely to fail. However, I am not sure if GoPro Hero 12 is the best choice. I think you should also consider DJI Osmo Action 4 or Insta360 Ace Pro. I used to do something similar with a GoPro Hero 11 neck mounted and a DJI Osmo Pocket (first generation) hand held, but I preferred the Osmo Pocket in terms of video. Now that I've bought the Osmo Pocket 3, I'd like to try it again. About the editing software, I am not familiar with any of the ones you listed, so I don't know if they will be helpful, but I believe there is a limit to how much you can stabilize with software. Premiere Pro also has a stabilizer function, but I rarely use it because distortion is inevitably noticeable in wide-angle shots. The only way I could realistically use it was to shoot with a SONY camera and process with SONY's Catalyst Browse. So it is better to think of a way to stabilize the image as much as possible when shooting.
