At the end of the war, he was trapped in ice and survived in suspended animation until he was revived in the present day. He then joined the Avengers to fight against supervillains worldwide and to protect the innocent.

Yeah, I would say better he was already a good fighter. He just adapted to the more modern fighting ways like more newer martial arts and stuff like that. But I get what your trying to say

The winter soldier and infinity war suits are the best for me. It looks more of a combat soldier suit compare to the rest, they all look cartoonish costume specially the first captain America and first avengers movie.

Captain America’s suit from Civil War is my 2nd favorite. I think they went with that suit because originally it was supposed to be the scale suit however, I don’t think they want to use the scale suit, perhaps they keep it for future use. The Civil War suit was the predecessor suit to the Endgame scale suit. Captain America scale suit from Avengers Endgame is my number one favorite. I like how they brought back the concept art from Civil War and use it as an ultimate suit for the fourth Avengers movie.

Unpopular opinion, but my favorite suit is the Avengers 1 suit precisely because it looks a little silly. I don't really care for superhero suits looking more and more pseudo-"realistic" every year because then it starts making every character look kinda same-y. I prefer it when they accept that little bit of inherent cheesiness present in every comic book to make every character look unique. Probably why I liked the new Suicide Squad's costumes so much.
