The emulsion tube mixes the air and fuel to a greater level so the engine can run leaner mixture for lower emissions. Older carburetors found on pre-emissionized engines did not have emulsion tube therefore the engines ran richer mixture with higher emissions and higher fuel consumption. The problem with the emulsion tube is that because of very small openings along the body, the fuel doesn’t drain on its own from the inside of the openings (capillary effect). Over the seasonal storage this fuel turns into varnish and plugs the small openings. Next time they are put to use, the engines can’t start or operate poorly. With the carb bowl removed, the fuel flow must stop when the float is pushed upwards. If the fuel still flows that means the needle valve is bad. The needle valve itself might be damaged or gummed up from the ethanol in fuel (after long sitting). You can try replacing the needle valve bud sometimes the needle valve sit is bad for the same reason as well. Try cleaning the needle valve and the sit with something soft. If it doesn’t work I would consider replacing the carb. Let me know if it works.

Yes, the float carb will work on both 2 stroke and 4 stroke engines. But, they have to be differently calibrated.

if the gas over flows out of the air box and the drain tube could I be missing a part? with the bottom of the carb off I can turn the gas on let it flow then push up on the float shouldn't the gas stop flowing?

The easiest way to readjust the air fuel mixture is to change the main jet. Find what is the standard size for your main jet and then for richer mixture procure the next size up jet. Another way of changing the air/fuel mixture is to change the design of the emulsion tube but that it’s a lot more complicated. For the carburetor to deliver full power all the systems inside the carburetor must be in pristine condition. If the engine has been sitting for a while the best way is to take the carb a part and clean it preferably in an ultrasonic cleaner. The carb can be also cleaned with small wires specifically made for each carb jets and carburetor cleaner. If all the jets and small passages inside the carb flow the fuel and the air properly then the engine would run as designed. If some of the very small holes inside the emulsion tube (example) are plugged your engine will run with considerably lower power.

I don't see the point. It is like the pamphlet you get in box when you buy something and have to assemble it. It is assembly instructions for some nameless carb. It shows nothing about carb theory or how the carb parts work together.
