Actually it doesn't work to warm you up, it does stop you losing heat as it is reflected back but this also means you don't gain any heat for the same reason.

As the others said, it helps seal in the body heat but more importantly it helps your body not go into shock.

It does. My friends all made a dress out of tinfoil for our other friend, and she began to feel seriously ill after about ten minutes from all the heat. I put it in my boots and wrap it around my socks when I go fishing or something to keep my feet warm.
