I am sure the number plate has to be for an agricultural vehicle for the number plate rule to apply. So if it doesn't have agri tax then it is not necessarily legal.

Are you spreading mag lime or calcium. Do you have a quarry locally? I know quite a bit of calcium lime from the quarry I use in North Yorkshire goes to Scotland.
