It's not just any Harry Potter fanfic, it's My Immortal. Which is THE Harry Potter fanfic. As in it's widely believed to be the single worst piece of fanfiction ever written. Also, Cecil's delivery is SO on point. He really is a great actor and reading something as terrible as this must be super difficult :P

It's not clear. Some people believe it was written as a joke or a parody while others believe it was meant to be serious fanfiction and the author was jus a terrible writer. I think it's the former, because the story is just too bad not to be meant as a joke.
