hey amber, i found this stuff at target and it's called "toppik" and it's hair fibers that fills in bald spots! it works really really well and it can stand wind and sweat and everything and literally just washes out in the shower, it's amazing.

I think he used a normal brush instead of a boar bristle brush in the beginning so he could smooth out ponytail bumps that sometimes pop up a couple hours afterward. Using a boar bristle (at least for me) only gets the first layer of hair, so now I see why he used it in the end after everything was in place.
