That red disc is called a Kienzan Disc. That's what Cell says when he summons one in his hand. Kienzan means razor in Japanese, and as the name suggests it is used to chop things up. The difference between the Destructo Disc and the Kienzan Disc is that the Kienzan Disc was invented by Frieza, and it's a very raw, unrefined, unpolished version of the Destructo Disc, just how most of Frieza's moves are unpolished since he never had to use them, never had to repeat and refine and perfect them through training. The Destructo Disc, however, is something that was passed down through many generations, from one master to the next. Though its origin is difficult to pinpoint, it is not entirely far-fetched to believe that it goes back to the golden age of the Kais. Cell's Kamehameha is very strong and Cell himself is so stronger and powerful now especially now when he is in his Perfect Form and because of that Goku must stay very focus, careful and concentrate on the battle and I believe in Goku that they can do it I love so much and I enjoy to watch legendary battle like this battle with Cell.
