There's been an update released today which I think has opened up the secret behind the stairs and you can sell components in the shop which should help you in your goal to earn more money.

I think you may have to take the hit and spend money on upgrading both Water and Oil especially if you want more Water Bottle Production. I recommend the 2nd Tubular Furness as you can produce more Cement and Asphalt. Also for the Gas Station you need to lay down all the Asphalt before you can start to build it. You maybe able to open just 3 pumps at a time which would be 100 Steel Plates and Girders and then the materials for the pumps it's worth a try to see if you can start getting money in with just 3 out of the 9.

I'd max out whatever you can sell...your gonna need to add water and oil drilling anyways...and keep your smelting going on both
