Interesting. I'm not an aerodynamicist, just a low time (and noncurrent) private pilot. My guess is that the random and disordered movement of the ribbons on the vertical stabilizer are showing disordered airflow not at all useful for flight while the ribbons flowing in line with each other on the horizontal stabilizer show a smooth airflow and an effective control surface that's still producing lift and elevator authority.
