That's the problem, you always depend on a central authority that provides a service(like Facebook for connecting with other people) and of course those authorities hold records about you and they can "transfer them" to third parties if they get enough money from that third party. most services that deal with personal data are very centralized and it is up to the discretion of that authority to provide or not your private data to third parties
