Yes, probably they meant, can be steamed or deepfried. Usually the Chinese translated English may not necessary reflect what they like to convey . So we need to use our own initiative to interprete based on the video.

You said the radish cakes without frying, steaming or deep frying but what I saw is after steaming then fried the radish cakes. Hello, how can that be. If you are not sure of the word without, then don't put any English words. Be careful when you recommended your cooking. Thank you for your effort anyway. 🙏
