There are various reasons the puppy could be in that cage, it doesn't always have to equal something bad, for all we know it could a punishment to teach the puppy not to do something and after a little bit be let out again.. leave people alone and stop trying to act like everything is immoral or wrong

No, they were either trying to crate train, paddy train, or teach the puppy a lesson for doing something bad, what they should do is just get a different cage, not just let it out to continue doing the bad thing or to remain untrained. So go pop off on animal abuse videos or something Karen
