Can it be possible as glass rod can hold -ve charge and a clothes can hold +ve charge. As they are neutral at all ??

Not at all, because it is fact that glass holds only -ve charge

We have a series called "Triboelectric series" and according to it glass tends to acquire only positive charge rubbed with any material except human hands...
