@Heloise O'Byrne In the past, if you go to certain areas, you walk up to the door, and the wrong race, you could get shot. The problem now is that it used to be certain areas, now they have random attacks in public, so no where is "safe" anymore (busy subway, supermarket, mall, sidewalk, in daylight). And yes, the homeless are a large part of this, since they are on drugs, have mental illness, and nothing to lose.
