People should learn the basics before measuring amps. Amp is not voltage. It works different. Just because your charger says 2.1A it doesn't mean that you'll get 2.1A it means that max amp that charger can deliver is 2.1A. Amount of amp that you are pulling is determined by your circuit (in this case it's a phone).

Good work. It is actually showing how much current/amps the phone is drawing and not how much current the charger can provide.

The device draws the amp. if the device is only pulling .64 and the charge is capable of 2.1, then only .64 is what you will see

instead of mobile, use some device which take lets say 2 to 3 ampere, like motor of some kind, this way you can check if charger is actually giving 2.1 ampere or not.
