And Tuecer quest is supposedly taking time a while after the whole Rex Lapis thing. So I believe it, Childe is that kind of shady, grey area character that isn't your friend (because you can't trust him) but you can still like each other and be kind of allies

Dottore modified the puppet to make him loyal to the Tsaritsa and Fatui, and probably was given a Delusion (however we don't know which one - definetly not Electro as it is his primary element)
