He is the most adept with the sword, so you are already seeing him on his 100% when you use his elemental skill. I have yet to see ONE Tartaglia main that exclusively uses him on his bow form.

The joke is not hitting a crit even when over 100 crit rate. This is an exaggeration of course. It also makes fun of his burst not doing much damage even with a crit hit.
