Just my two cents and speculations. If the Philippine government is leaning towards Machiavellianism, they are probably going to let the Chinese Coast Guard apprehend a Filipino then use that as a leverage to rally even more support from the international community, file a new stronger case, and perhaps even get an intervention from the United Nations. What I worry the most is that the USA is about to undergo a yet another polarizing election between Biden and Trump. In addition, the Philippine president (CIC of the Armed Forces) will also be out of the country for a peace conference on June 15 to 16 (same day as China's implementation of their new aggressive policy). From China's perspective, this could be an opportunity to strike first or to at least raise the tensions and prepare a justification of war against its neighbor(s). That or it will try to force the Philippines to declare war first either by forcing the Philippine's armed personnel to shoot first or through an official government declaration. Just putting this out there so I could say "I called it" if it ever happens. Edit: Apparently, the Philippine president wouldn't be attending the peace summit himself. Instead, he appointed a representative to attend on his behalf. The Palace didn't provide a reason why (afaik), but it's probably because of this new policy of China.
