In my opnion, Xinjiang issue is ethnical conflic centuries before PRC which found in 1945, there were blood and killing for several time before 20th century. After CCP took the power, right of autonomy mostly gave back to the locals as long as they admit their role of Chinese citizens. But thing went wrong after extremism was popular in 21th century. Also, ecnomic in the coastal region grew so fast, the gap of wealth between Xinjiang and east part of China went too far, many young Uighur went to Afghanistan and Turkey to find job, came back as terrorist only seek for killing other Chinese. This series of terror attack happened from 2008 changed the policy in China. Although China goverment suppressed most of news about the attacks to calm down the fury of Chinese people, more and more normal citizens saw Uighur as unfriendly group. If this trend keeps going, it will be only the time of total Anti-Uighur movement emerge from the people. You must know, Uighur population is only less than 5% of total Chinese, and even not reach to 50% to Xinjiang local population. If such movement really happened, Uighur will suffer the worst. Therefore, I consider CCP tactic is succeful, to STOP the further terror activies, you must find out who support the extremist and detain them, teach them how to work in the modern society, then let them back to society. I understood this is far from perfect way, and a lot of free world saint will argue this is violating the human rights. But this is far more better than American way to treat their potential terrorist both domestic and overseas. Meantime, because it is an ethnical issue, you could find the same problem all around the world, I do not believe you could find out any better example than China. If the something like Yugoslavia civil war happened in Xinjiang, Uighur would be a historic noun instantly. China goverment protected Millions Uighur from extremist, history will tell.

If you have an opportunity to come to China, please please I beg every individual and human rights group to come and see the region for yourself. Please talk to the real Xinjiang locals and not the ones who are being paid by US government organisations. Those ones interviewed are usually aligned with radical wahabism. Don't get swayed by big name media who are primarily owned by the top 1% of society and are aligned with US foreign policy agendas. See the region for yourself, it's very safe now. Unlike before, where radicals were all over the place bombing and stabbing citizens.
