If sha is under the British government. The British had returned Hong Kong to China. This same application must applied all China territories and teritorial water. If the water is in the China sea teritorial water, it means it's belong to China. This is an original story as the British move out from China all that belong China must be returned to China. Other stories are just an ignition to conflicts.
