I think they're in a dark room so that they can see but not be seen by the players, as it would be distracting.

No rail - either the cue ball or any object ball must hit a rail after contact

After the cue ball touches another ball, either the ball or the cue ball should tough the rail(edge). If it fails to do so, its counted as a foul.
