My Mother Retired as a Daycare Owner and Provider and She Just mentioned to me, that in Georgia, She would reach out to resources that were available, such as "Babies Can't Wait" That would assisting early intervention development of children with different needs. I'm not Judging at all, but Playfully she is having him seen by A Place that serves the Hearing and Seeing and Speech. Early Intervention is vital is the key to success. And Will make things so much easier on Her.( Not looking for likes followers or anything so please do not remove my comment.)

Babies average 1-2 blinks a min in comparison to adults at 10-15 blinks per minute. There are mainly shorts (video shorts) of the baby so its totally possible the few blinks he makes aren't caught on camera. Also it's been said all over so now you are specifically looking for his blinks more than you would pay attention to blinks of another baby. You are right though he's a cutie patuti!

Babies around 4months should be “tracking” the things they see. Not blinking for a period of time is normal but not blinking even when things are being moved or when I hand is put to his face, is not normal

Yes OR the new study about autism has been on babies and how many times they blink and how much they actually look into the eye of the person caring for them with a scanner type thing. Just google it. I did and asked and I got to watch this really neat doc
