Given how the officers reacted (or didn't, actually), I'm surprised that the dispatcher didn't just tell the caller that there wasn't anything illegal going on.

The fact that the cops didn't make contact on this one gives me a bit of hope, I've seen so many videos with oathbreakers the handful of times I have seen no actual contact is very small.

This video clearly demonstrates how American policing is so ineffective at fighting and solving crime. These cops consumed about a man-hour of on-shift time, all for a non-crime, no disturbance, no nothing. The only consequence of their response was to demonstrate the cop's low moral character by willfully violating some minor traffic laws. American cops are continually responding to non-crimes that have a low probability of leading to the solving of some other crime. Of course, the police commanders are frequently lobbying for more budget. But, as this video illustrates, they are wasteful of the resources they have. Here are a couple of suggestions for more productive ways these officers could have spent this wasted man-hour: Set up a speed trap near a busy intersection. Park a block from a suspected criminal. But, instead, they waste time as shown in this video.
