You can get to the summit of the vault of knowledge by riding the mantas that circle the platform. If you’re asking if we can warp there immediately, you’ll have to go through all of the vault of knowledge to get to it’s summit.

You have to complete all of the aviary seasonal quests

The one in the thumbnail was an ultimate gift from the Season of Revival if I remember correctly. It isn't available currently, nor is there any definite time it will ever be available again. You can buy a very similar hairstyle, just without the colored pieces, from the Hopeful Steward(the little kid) in the Aviary Village once you complete most of the quests that he gives you. It costs about 46 regular candles Hope this helps :)
