If not the whole world will say "What safety assurance country can give to ordinary people which cannot safeguard their higher own PM or CM?" this is not only applicable for politicians nation will give security to other people as well if anyone is under threat. If i get threatening call then we can request for security and govt has to protect us as I am the citizen of particular country. This come under clause "Right of equality and Protection" That's why even Terrorist will get protection though they caused harm to nation.
