Road Authority boss Conrad Lutombi who is vying for the vacant position of CEO at the Windhoek municipality has promised to transform the municipality's operations and reduce excess spending. Lutombi wants the municipality to drive the housing agenda and construct more houses. He suggested reducing the municipality's involvement in public-private partnerships for housing development, which pushes up the costs of houses.
