Because people have different face shapes, things like lip size over/underbite, tongue length affect the best angle of the instrument and relationship of the upper and lower teeth positions to the mouthpiece (and reed) therefore sadly a prescription of a specific distance for the upper teeth is at best highly approximate. Anyway It think it is best to learn to consistently recreate your best position by touch. Similarly, people's hand shapes are different, and there are several top name performers who extend their thumb quite far under the rest. Run for your life from "rules" in clarinet pedagogy. What you want is principles describing the fundamental requirements of technique, and a good teacher to help you find the right compromises for your body.
