hey! I'm not sure if this will help you now, but here is what i understood of this line. During the period of the repressive Tsarist regime, there were severe restrictions on what the people could read, write, publish and perform. Those forms of art that preached communism or encouraged democracy were banned in Russia. However, after the Bolshevik uprising there was a drastic change in the art and architectural forms that could be displayed. Total freedom of speech and expression wasn't there- people were now only allowed to publish and construct material that either didn't harm the Bolshevik image or promoted it. Pro-tsarist and anti-Bolshevik material was banned from legal distribution in the country. So you can now see that the art of Tsarist times was bound to be different from the communist ones as completely opposite things were restricted.
