To answer the age old question of the underwear, Batman was created in direct response to Superman (the first superhero) in 1941. Superman’s costume was meant to incorporate pieces of a circus act since he was originally envisioned as a strongman. His costume was meant for the tights to represent a trapeze artist, a cape to represent the ring man and, of course, the underwear to represent the strongman. Look up old 1930s strongmen and you will see them mostly sporting that “underwear”.

Not to seem overly critical, but - shouldn't there be some scallops at the bottom? I mean, don't get me wrong; it looks great, but to me it seems more Dracula-ish - it doesn't really read 'Batman' to me until it's got that distinctive scalloped edge. And to answer your question, those are not underpants, they are trunks - specifically, wrestler's trunks. Back in the '30's and '40's, when the first major crop of classic superheroes was created, it was commonplace for wrestlers and similar athletes to wear a combination of tights and trunks - presumably for, er, modesty reasons. So since most superheroes were supposed to come off as athletic and powerful, a lot of them wore the tights-and-trunks combo. This goes right back to the Phantom, who predates Superman by a good few years and is considered by many to be the 'true' first superhero; he wore (and still wears) trunks and a bodysuit. (For a similar reason, Wonder Woman, in most of her earlier appearances, is actually wearing running shorts.)
