Because HR2 is a completely partisan Right wing bill that includes all of Trumps failed policies that caused this crisis, in an effort to try and undermine legal asylum laws that have been in place for 40 years. The Right does not get to decide for the entire country what laws to follow, to undermine those existing laws they do not like, to have that blow up in their face and blame that failure on the next administration, and then force a partisan bill that continues that party agenda.
