No. Tommy pursued Jason. He wanted to make sure that Jason didn't kill anyone else, so he decided to put an end to him.

The writers confirmed that Clay and Whitney did indeed die and they would reveal so in the canceled sequel. We were to see Whitney's dead body in the lake with the water frozen since it was to be set in winter.
