For me at all depends on the tool. And how dirty or greasy it is. If it has a lot of caked on grease in grime, I will use a degreaser four break cleaner

I think it really depends on the tool and your the desired outcome you are seeking. I would always suggest starting out minimally, abrasive and working your way up. One thing I have found is if you put aluminum in a strong chemical decreaser to strip paint, check it frequently, as the decreaser will actually eat the aluminum.
