Regulation 131. Working at height-
(1) No person shall work or walk on a ledge or footpath less than 1.5m wide from which he may fall more than 1.8m unless he is under protection of sufficient strength. Not protected by a guard rail, fence or safety belt or rope.
(2) When any plant, machine, workshop or any other shed or structure is to be constructed or repaired or renovated. and where people are permitted to work at height, a proper walkway, stairs or ladderway with handrails, guards or scaffolding and fenced platforms shall be provided to ensure that the height There should be no danger or risk of people falling from it.
(3) Every person permitted to work at height shall be provided with a safety belt which shall be of appropriate standard and of a type approved by the Chief Inspector, suitable for the type of work he is performing.
(4) Where work is to be carried out at a height where there is a possibility of a fall, strong platforms or working platforms of adequate and suitable design shall be provided.
(5) The scaffold or working platform referred to in sub-regulation (4) shall be provided with a proper approach way for the ascent and descent of persons and provided with a fall prevention fence.
(6) Safety nets of sufficient strength and design shall be provided immediately below each working place to completely eliminate the danger or risk of injury to persons by falling from height.
(7) To ensure safety precautions during such work in the mine, the manager shall make a 'code of safe practices' and it shall be maintained by the manager and the engineer under the supervision and control of a competent person and officer authorized for this purpose. Will be implemented so that safety precautions are ensured while doing such work.
रेग्यूलेशन 131. ऊंचाई पर कार्य करना (Working at height)-
(1) कोई भी व्यक्ति 1.5m से कम चौड़े अड़खे (ledge) या रास्ते (footpath) पर, जिससे वह 1.8m से अधिक गिर सकता है, तब तक न काम करेगा, न आना-जाना करेगा जब तक वह पर्याप्त मजबूती के बचाव रेल (guard rail), फेन्स या सेफ्टी बेल्ट या रोप (safety belt or rope) द्वारा संरक्षित न हो।
(2) जब कोई संयंत्र, मशीन, वर्कशॉप या कोई अन्य शेड (shed) या ढांचा (structure) बनाना है या उसकी रिपेयर या रिनोवेशन (renovation पुनरुद्धार) किया जाना है। और लोगों को ऊंचाई पर कार्य करने की अनुमति दी गई है, तो वहां उचित रास्ता (proper walkway), सीढ़ियां या सीढ़ीनुमा रास्ता (ladderway) बनाया जाएगा जिसमें हैंडरेल, गार्ड या मचान (stage) तथा फेन्स किए हुए प्लैटफार्म लगे होंगे, ताकि ऊंचाई से लोगों के गिरने का खतरा या जोखिम न हो।
(3) ऊंचाई पर कार्य करने के लिए अनुमति प्राप्त प्रत्येक व्यक्ति को सेफ्टी बेल्ट (safety belt) दी जाएगी, जो उसके द्वारा किए जाने वाले कार्य के तरीके के अनुरूप, उपयुक्त स्टैंडर्ड की और चीफ इंस्पेक्टर द्वारा अनुमोदित प्रकार की होगी।
(4) जहां ऐसी ऊंचाई पर काम होना है, जिसमें गिरने की संभावना है, वहां पर्याप्त और उपयुक्त डिजाइन के मजबूत मचान (stage) या वर्किंग प्लैटफार्म (working platform) बनाए जाएंगे।
(5) सब-रेग्यूलेशन (4) में निर्दिष्ट मचान या वर्किंग प्लैटफार्म पर लोगों के चढ़ने उतरने के लिए उचित पहुंच-मार्ग (approach way) के साथ-साथ गिरने से रोकने के लिए फेन्स लगाया जाएगा।
(6) ऊंचाई से गिरने से व्यक्तियों को चोट लगने के खतरे या जोखिम को पूर्णतः समाप्त करने के लिए प्रत्येक वर्किंग प्लेस के ठीक नीचे पर्याप्त मजबूती व डिजाइन के सुरक्षा नेट (safety nets) लगाए जाएंगे।
(7) खान में ऐसे कार्य के दौरान सुरक्षा संबंधी सावधानी को सुनिश्चित करने के लिए मैनेजर 'सुरक्षित व्यवहार संहिता' (code of safe practices) बनाएगा तथा मैनेजर व उसे इंजीनियर द्वारा इस काम के लिए ऑथराइज्ड सक्षम व्यक्ति व पदाधिकारी की निगरानी व नियंत्रण में कार्यान्वित किया जाएगा ताकि ऐसा कार्य करते समय सुरक्षा सावधानियां सुनिश्चित हों।
