Ang mga PROJECTS na naidentified ay nabigyan na ng ALLOCATION at kung may sobra pang funds ay pwede itong i-realign sa ibang projects or babalik sa National Treasury kung hindi magagamit but in this case ay napunta sa MARAWI. Kapag nasimulan na ang project at hindi tinapos ng contractor ay may legal problem sila na haharapin later. Wala namang sinabing hindi tinapos, natagalan lang.
