He did only find out about the Delight Children being Sector Z in Operation Zero. And even if he would remember, then who would believe him if he told anyone that the enemies of the KND are Sector Z? However, I do agree with your statement on Numbuh 1 seemingly forgetting who the Delightful Children are really.
