I was just looking at the Simpson catalog yesterday, and just as there are hold-down straps to keep the roof attached to the walls, there are these things to keep the upper floor attached to the lower floor. The threaded rod lets the hold-down hardware span from the lower wall system to the upper wall system, without needing to attach any of it to the floor framing.
