The main part of this story arc was saying that the Guardians couldn't make the end-product Green Lantern Power Rings right off the bat. They had to experiment from Voltoom's example of Travel Lantern plus Power Ring to make their own rings. First came the "unlimited" Green Spectrum Power Rings made from Voltoom's Travel Lantern. Major flaw - excessive willpower makes them explode their wielders. Next, the Guardians apparently went the way of the Manhunters and only returned to the Power Rings when the Manhunters failed. Meanwhile, Rami went off on his own and created the Phantom Ring, then endured 10 billion years of exile while Voltoom and the Templar Guardians endured 10 billion years of prison. The Guardians tinkered with various rings until they got the current Green Lantern Corps-style Power Rings. (This leaves out the multitude of times Guardians have made Power Rings without limits or different from the standard GLC rings. The rings also did not require an oath to power up, could by used by anyone, etc until the 2014 reboot.)
