Considering that all of Fontaine's recent five-star characters were released in Phase 1, it is unusual for Emily to get her character in Phase 2. Regarding the 4-star characters on these two banners: Razor is the only character that I think should definitely appear on the first stage banners, and Heizo and Charlotte are expected to appear alongside him. Heizou and Razor haven't appeared on any banners since versions 3.7 and 3.8, so it would be a good time to give them a reboot. However, Kuki could also replace Razor since she hasn't appeared on any banners since version 4.2.
